Supportive Yemeni dialogue forum to draft recommendations for a national dialogue

Yemeni political actors discussed the prospect of peaceful and sustainable political reform in Yemen in Istanbul on January 18-20, 2012. The participants were from different political parties, civil society organizations, the youth movement,
the Houthis, the Southern movement and academics.
The workshop was part of a process aimed at supporting Yemeni national dialogue and confidence building facilitated by the Crisis Management Initiative (CMI), a Finnish private diplomacy organization. The dialogue process was launched with a two-day workshop in October 2011.

During the workshop, the stakeholders stressed that a successful national dialogue in Yemen requires inclusiveness of all political forces. A true national dialogue must also address all key national concerns. The following issues were considered to be most important:
  • Constitutional reform
  • Transitional justice
  • Security
  • The Southern issue
  • The issue of Sa’ada
As a way forward, the participants agreed to draft recommendations for national dialogue in several working groups during spring 2012.
Overall, the dialogue process among mid-level political actors aims to enable the formulation of concrete policy recommendations in key policy areas, which would constitute a consensus for joint action influencing the process of reforming the political system in Yemen. At the core of the process is to ensure inclusivity of all stakeholders in any national dialogue efforts.
